California Public Utilities Commission announces new filings impacting utility services

Each week, new filings are introduced in ongoing and new proceedings that affect California’s utility services, communities, and consumers. These filings include Proposed Decisions, complaints, and applications that may influence future policy and regulatory measures.

For the week of November 17 to November 21, 2025, several items were added. A Proposed Decision has been issued in Proceeding A.25-05-011 et al., which would approve Pacific Gas and Electric Company’s 2026 energy resource recovery account forecast revenue requirement as well as its 2026 electric sales forecast.

Other new matters include an application from TimbukTech, Inc. for registration as a telephone corporation under Public Utilities Code Section 1013 (Proceeding A.25-11-003). Additionally, complaints have been filed against CSC Holding LLC d/b/a Optimum Communication Inc. (Proceeding C.25-11-002) alleging overbilling and contract violations, and against AT&T California (Proceeding C.25-11-004) alleging billing errors and failure to provide landline service.

The Commission has also opened a rulemaking process to update the California LifeLine Program (Proceeding R.25-11-005).

Members of the public can participate by submitting comments on any Proposed Decision through the CPUC Docket Card or by subscribing to updates using a proceeding number.
