California Public Utilities Commission announces new regulatory filings for late January 2026

Each week, the California Public Utilities Commission (CPUC) releases updates on new filings that may affect utility services, communities, and consumers in the state. The latest report covers filings from January 19 to 23, 2026.

Among the recent Proposed Decisions open for public comment is one in Proceeding R10-05-004, filed on January 21, 2026. This decision denies a petition for modification of Decision 11-09-015.

In Proceeding R19-10-005, a Proposed Decision was filed on January 23, 2026. It adopts Electric Program Investment Charge Strategic Objectives.

Another Proposed Decision in Proceeding R19-09-009 grants compensation to small business utility advocates for their substantial contribution to several prior decisions: D.21-07-011, D.21-12-004, and D.24-11-004.

Proceeding R22-03-016 includes an order instituting a rulemaking proceeding to consider amendments to General Order 133.

A further Proposed Decision in Proceeding I23-03-008 addresses the causes and contributors to the gas price spike during 2022–2023 and adopts directions aimed at reducing or mitigating future gas price spikes.

New complaints and applications have also been filed. In Proceeding A26-01-011, Southern California Gas Company seeks approval for its Energy Savings Assistance and California Alternate Rates for Energy Programs and budgets covering program years 2028–2033.

The Port of Los Angeles has submitted an application in Proceeding A26-01-012 to construct a four-lane rail-roadway grade separation in Los Angeles on the LAXT Loop along the Alameda Corridor Subdivision.

Additionally, Grace Victoria Starr has filed a complaint against Pacific Gas and Electric Company in Proceeding C26-01-013. The complaint alleges failure to provide just and reasonable service as well as violations of General Orders 95 and 128.

The CPUC encourages public participation by allowing written comments on any Proposed Decision via each proceeding’s Docket Card. Interested parties can also subscribe using a proceeding number to receive updates about rulings and notices related to these matters through the CPUC’s Subscription Service.
