Each week, the California Public Utilities Commission (CPUC) releases updates on new filings and proceedings that may affect utility services, communities, and consumers in California. For the week of November 10 to November 14, 2025, several proposed decisions are open for public comment, as well as new complaints and applications.
The CPUC encourages public participation by allowing written comments on Proposed Decisions through each proceeding’s Docket Card. Stakeholders can also subscribe to receive ongoing updates about specific cases.
Among the proposed decisions filed this week is one granting compensation to the Environmental Defense Fund for its contributions to a previous decision (22-11-018). Another proposed decision addresses San Diego Gas & Electric Company’s request for cost recovery related to wildfire mitigation efforts.
Other significant filings include a proposal approving a settlement agreement for Bear Valley Electrical Services’ plan to develop a solar facility and battery energy storage system. Pacific Gas and Electric Company has a proposed decision seeking authorization to recover certain expenditures recorded in its transmission revenue requirement account.
There is also a proposed settlement concerning Southern California Edison Company’s cost recovery related to expenses from the 2018 Woolsey Fire. Southern California Gas Company is seeking authorization to issue up to $3.3 billion in new debt securities.
Additionally, there is a proposed decision addressing the test year 2026 cost of capital for four major utilities: Pacific Gas and Electric Company, Southern California Gas Company, Southern California Edison Company, and San Diego Gas & Electric Company. Another proposal seeks approval of San Diego Gas & Electric Company’s 2026 electric procurement revenue requirement forecasts and greenhouse gas-related forecasts.
Further proceedings include an update to the affordability framework, closing that particular case; review of renewables portfolio standard procurement plans for 2025; and designation of initial priority neighborhood decarbonization zones.
New complaints and applications have also been filed. Pacific Gas and Electric Company submitted an application for review and recovery of costs associated with the 2019 Kincade Fire and 2021 Dixie Fire under AB 1054. Several complaints were lodged against Pacific Gas and Electric Company regarding billing errors or alleged violations of Rule 21. A complaint was also filed against Pacific Bell d/b/a AT&T California over unauthorized changes in terms of service. An appeal was submitted by Osama Rashed regarding a prior action by the CPUC’s Consumer Protection and Enforcement Division.
