California Public Utilities Commission announces weekly updates on new utility filings

Each week, the California Public Utilities Commission (CPUC) releases information about new filings and ongoing proceedings that may affect utility services, communities, and consumers across the state. The most recent update for the week of January 5-9, 2026, includes several Proposed Decisions open for public comment as well as new complaints and applications from various utility companies.

Among the items listed is a Proposed Decision in Proceeding A21-060-21, which closes the proceeding after determining that evidence regarding Pacific Gas and Electric Company’s (PG&E) energization costs has already been addressed in Rulemaking 24-01-018. Any remaining issues related to Decision 24-07-008 are set to be resolved within that rulemaking.

Another Proposed Decision was filed under Proceeding A22-100-13 on January 8, 2026. This decision partially grants and partially denies a base rate increase while approving a 20% Zone of Rate Freedom (ZORF).

New applications include Suburban Water Systems seeking approval to raise water service rates by nearly $20 million or 19.41% in 2027, followed by smaller increases in subsequent years. Southern California Edison Company has applied for approval to grant public road and limited utilities easements to the City of Ontario under Public Utilities Code Section 851.

PG&E also filed an application for its income-qualified programs covering the years 2028 through 2033. Other filings involve transportation services between Ventura County cities and Los Angeles by 805 Links LLC, as well as Pro Cloud Saas, LLC applying for registration as a telephone corporation.

A complaint was lodged against Southern California Edison Company alleging billing errors. Additionally, previously opened proceedings continue on topics such as PG&E’s cost recovery related to the extended operation of Diablo Canyon Power Plant and San Diego Gas & Electric Company’s revenue requirement forecasts for electricity procurement in 2026.

The CPUC encourages members of the public to submit written comments on Proposed Decisions directly via each proceeding’s Docket Card. Interested parties can also subscribe using a proceeding number to receive updates and notices regarding these regulatory actions.
