Each week, the California Public Utilities Commission (CPUC) announces new filings that may affect utility services, communities, and consumers across the state. These filings include Proposed Decisions open for public comment, as well as new complaints and applications that could influence future regulatory policies.
For the week of November 24 to November 28, 2025, several proceedings were filed. Among them is a Proposed Decision in Proceeding A25-05-008, which would approve Southern California Edison Company’s forecast for its 2026 Energy Resource Recovery Account-related revenue requirement.
Other notable filings include Pacific Gas and Electric Company’s application (A25-11-006) seeking approval for its 2027 gas cost allocation and rate design proposals covering gas distribution, transmission, and storage systems. CitySwitchTower, LLC has applied (A25-11-007) for a certificate of public convenience and necessity under Public Utilities Code Section 1001. InflatableOffice, LLC has submitted an application (A25-11-009) to register as a telephone corporation under Public Utilities Code Section 1013.
Two new complaints have also been filed: Luis Enrique Landa Rodriguez has brought a complaint (C25-11-008) against Pacific Bell d/b/a AT&T California and AT&T Mobility Wireless Operation Holdings d/b/a AT&T Mobility alleging violations of terms of service; Andrew Velasquez, acting as Authorized Administrator for the Andrew Velasquez Estate, has filed a complaint (C25-11-010) against Southern California Edison Company alleging unlawful securitization and failure to disclose charges.
Additionally, there is an Order Instituting Rulemaking (R25-11-005), filed on October 29, 2025, aimed at updating the California LifeLine Program.
The CPUC encourages public participation in these proceedings. Members of the public can submit written comments on any Proposed Decision through the proceeding’s Docket Card or subscribe to updates using the proceeding number.
