California Public Utilities Commission lists new utility-related filings for October 13-17, 2025

Each week, new filings are added to proceedings that influence California’s utility services and consumers. The California Public Utilities Commission (CPUC) has announced the filings for the week of October 13-17, 2025. These filings include Proposed Decisions open for public comment, as well as new complaints and applications.

Among the Proposed Decisions, one proceeding concerns the joint application of Sprint Communications Company L.P. and T-Mobile USA, Inc. for approval of a transfer of control of Sprint Communications Company L.P., in accordance with California Public Utilities Code Section 854(a). Another application was filed by California Resources Production Corporation seeking a Certificate of Public Convenience and Necessity to operate as a gas corporation in California.

Additional rulemaking includes efforts to establish a consistent regulatory framework for integrated distributed energy resources, an electrification pilot initiative for mobile home parks, updates to the California Universal Telephone Service (California LifeLine) Program, and considerations regarding cost-effectiveness, data access, and equipment performance standards for Distributed Energy Resource Programs.

New complaints and applications filed during this period include PacifiCorp’s request for authority under Public Utilities Code Section 851 to encumber certain water rights, and Southern California Gas Company’s proposal for a Woody Biomass Pilot Project. There are also two complaints against Pacific Bell d/b/a AT&T California alleging billing errors, failure to provide account access, and overbilling.

The CPUC encourages public participation. Comments on Proposed Decisions can be submitted through the proceeding’s Docket Card. Individuals can also subscribe to receive updates on specific proceedings using their numbers.
