California Public Utilities Commission posts new regulatory filings impacting utilities July 21–25

Each week, the California Public Utilities Commission (CPUC) announces new filings and decisions that affect utility services and policies in the state. For the week of July 21–25, 2025, several proposed decisions and new applications were filed, addressing issues such as wildfire costs, broadband access, energy efficiency goals, and emergency preparedness.

One of the key proposed decisions authorizes PacifiCorp, operating as Pacific Power, to set up a Wildfire Expense Memorandum Account. This account will track incremental unreimbursed wildfire liability-related costs.

Another filing approves a financial order for Southern California Edison to issue recovery bonds connected to expenses from the Thomas Fire and Montecito Debris Flow.

The CPUC also addressed confidentiality issues in annual reports submitted by Transportation Network Companies for 2021–2024. The decision sets guidelines for future reports and modifies a previous decision.

Uber’s petition to modify an earlier CPUC decision was granted during this period.

The commission approved a Home Broadband Pilot program designed to expand broadband access within the California LifeLine program for eligible households. This is part of ongoing efforts to increase connectivity for low-income residents across California.

Guidelines were adopted for Flexibility Rate Design Proposals affecting Pacific Gas and Electric, Southern California Edison, and San Diego Gas & Electric. In addition, PG&E’s motion to revise energization cost caps for 2025 and 2026 was resolved.

Statewide energy efficiency goals covering 2026–2037 were also established through one of the filings.

New complaints and applications include requests from TWC IP Enabled Services, LLC to offer fixed interconnected VoIP services in California; an application seeking approval of a 50% indirect ownership transfer of Trans Bay Cable LLC; a joint utility application requesting rehearing of CPUC Resolution E-5374; and Charter Fiberlink CA-CCO’s request to expand its authority into new territory served by CenturyTel of Eastern Oregon.

Other notable proceedings involve Havasu Water Co.’s appeal against a recent CPUC citation; an application by the County of Orange to construct grade-separated bikeway crossings in Los Angeles and Orange counties; an order instituting rulemaking aimed at enhancing the California Climate Credit; and another rulemaking focused on improving communications emergency preparedness and network resiliency.
