California Public Utilities Commission posts new utility filings open for public comment

Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that can impact utility services, communities, and consumers in California. These filings include Proposed Decisions open for public comment as well as new complaints or applications that may influence future policy and regulatory actions.

Among the Proposed Decisions listed for the week of August 11–15, 2025, is a filing granting compensation to Women’s Energy Matters for their substantial contribution to Decision 24-09-033. Another Proposed Decision approves partial recovery of recorded expenditures related to Pacific Gas and Electric Company’s 2021 wildfire mitigation efforts and other costs, along with an approved settlement. The CPUC also posted a decision adopting settlement agreements to update marginal costs, cost allocation, and electric rate design for San Diego Gas & Electric Company.

Additional filings include a Proposed Decision granting compensation to Small Business Utility Advocates for their contribution to Decision 24-12-038 and a decision granting, with modifications, Southern California Edison Company’s petition for modification of two previous decisions. Orders Instituting Rulemaking were also filed: one updates distribution level interconnection rules and regulations; another concerns revisions to the California Teleconnect Fund Program. There is also an investigation into Havasu Water Company regarding its compliance with laws governing water service safety and reliability in California.

New complaints and applications filed this week include Continental Shuttle LLC’s application for authority to operate scheduled passenger transportation between San Diego County and Los Angeles International Airport. The Green Power Institute has applied for intervenor compensation for contributions to specific resolutions. Southern California Edison Company seeks a second extension of waiver from the Capital Structure Rule. Zayo Network Services has applied for certification to provide competitive local exchange service in California, while Southern California Gas Company requests approval to recover costs recorded in its Distribution Integrity Management Program Balancing Account from January 2019 through December 2023.

The CPUC encourages public participation by allowing comments on any Proposed Decision via the Docket Card associated with each proceeding. Interested parties can also subscribe using proceeding numbers to receive updates on rulings and notices.
