California Public Utilities Commission posts new utility proceedings filings from December 15–29

Each week, the California Public Utilities Commission (CPUC) releases information about new filings and ongoing proceedings that affect utility services in the state. For the week of December 15 to December 29, 2025, several proposed decisions and applications were added.

Among the proposed decisions open for public comment is one granting a transfer of control subject to certain conditions in Proceeding A24-10-006. Another decision proposes compensation to the Alliance for Nuclear Responsibility for its contribution to Decision 24-12-033. There is also a proposed decision partially approving Pacific Gas and Electric Company’s request for recovery of costs related to wildfire mitigation, vegetation management, catastrophic events, and other expenses.

Other notable filings include a proposed interim rate recovery for Southern California Gas Company’s Distribution Integrity Management Program and a proposal establishing a Standard Offer for Flexible Service Connection. Additionally, modifications to Decision 24-03-001 are being considered.

New complaints and applications filed during this period involve various utilities and issues. Easton Telecom Services has applied for certification to provide non-facilities based Digital Voice Fixed Interconnected VoIP services. Margie C. Vitalie and Trevor V. Buchholz have submitted an application regarding the transfer by sale of operating authority under Passenger Stage Corporation Certificate No. PSC-10974.

San Diego Gas & Electric Company has filed two applications: one seeking approval for its Palomar Decarbonization Demonstration Project, and another proposing Smart Meter 2.0 upgrades. Pacific Gas and Electric Company jointly applied with Standard Pacific Gas Line Incorporated regarding the sale of gas transmission pipeline facilities and related agreements.

Southern California Edison seeks approval for the sale of its North Coast property, while B2 Solutions has requested registration as a telephone corporation in California. Altafiber Extended Territories California LLC has applied for certification to provide local exchange and interexchange service within the state.

Further filings include Southern California Gas Company’s request for authorization concerning advanced meter infrastructure replacement costs, Ex Spa Holdings’ joint application involving control over Exiant Communications LLC, and Zenith Energy’s application relating to control over West Coast Terminals assets.

Several complaints were also registered: Laura Marie Newhart against Comcast Phone alleging unauthorized changes; Julianna Asaad against Southern California Edison citing billing errors; Laura Zellman against Pacific Gas and Electric Company regarding billing issues; University of California Berkeley’s complaint against PG&E on similar grounds; appeals from California Broadband Cooperative Inc., Alleswolke Wireless LLC concerning citations issued by CPUC’s Communications Division; as well as reopened proceedings involving PacifiCorp’s energy cost adjustments and general rate increase requests.

The CPUC encourages public participation through written comments on Proposed Decisions via each proceeding’s Docket Card or by subscribing with proceeding numbers to receive updates about future rulings or notices.
