California Public Utilities Commission posts new utility-related filings open for public comment

Each week, new filings are added to ongoing and new proceedings that affect California’s utility services, communities, and consumers. These filings include Proposed Decisions, some of which are open for public comment, as well as new complaints or applications that may influence future policy and regulatory actions.

Members of the public can submit written comments on any Proposed Decision directly through the proceeding’s Docket Card. Additionally, individuals can subscribe to updates on specific proceedings by using the CPUC’s Subscription Service with the relevant proceeding number.

Several Proposed Decisions are currently open for public comment. In Proceeding R2311001, filed on January 15, 2026, a Proposed Decision aims to establish revisions and updates to the Deaf and Disabled Telecommunications Program (California Connect). Another case, Proceeding R2506019 filed on January 14, 2026, involves a Proposed Decision requiring electric resource procurement for 2029-2032 and transmitting portfolios for the 2026-2027 Transmission Planning Process. In Proceeding C2508012, filed on January 13, 2026, a Presiding Officer Decision dismisses a complaint.

There have also been several new complaints and applications filed. Proceeding A2601004 concerns a joint application from Brookfield Infrastructure Fund GPII, LLC; Rockpoint Gas Storage Inc.; Wild Goose Storage, LLC; and Lodi Gas Storage L.L.C., seeking authority under Public Utilities Code Section 854 to transfer indirect control of Wild Goose Storage and Lodi Gas Storage.

Southern California Edison Company has two separate applications: one (A2601005) seeks approval for its Energy Savings Assistance (ESA), California Alternate Rates for Energy (CARE), Family Electric Rate Assistance (FERA) programs and budgets for program years 2028-2033; another (A2601007) requests a Woolsey Fire Recovery Bond Financing Order under Public Utilities Code Section 850 et seq.

Other recent filings include an application from the Public Advocates Office (Cal Advocates), The Utility Reform Network, and Mussey Grade Road Alliances for rehearing of Resolution SPD-37 (A2601006); Further Reach Inc.’s application for rehearing of Resolution T-17898 (A2601008); Southern California Gas Company’s compliance filing related to Ordering Paragraph 6 of Decision 24-12-076 (A2601009); and San Diego Gas & Electric Company’s request for approval of low-income assistance programs with bridge funding for program years 2028-2033 (A2601010).

Two expedited complaint proceedings were also filed by Victor A. Muniz against Charter Fiberlink CA-CCO LLC and Spectrum Mobile LLC regarding unauthorized changes to terms of service (C2512024 and C2512025).

The CPUC encourages public participation in these processes by submitting comments or subscribing to receive updates about proceedings.
