California Public Utilities Commission posts weekly update on new filings and proposed decisions

Each week, the California Public Utilities Commission (CPUC) releases information about new filings and proposed decisions that may affect utility services, policies, and consumers in the state. The most recent updates cover proceedings from December 8 to December 12, 2025.

Among the proposed decisions open for public comment is a decision approving Southern California Edison Company’s 2022 energy resource recovery account compliance application. Another proposed decision would grant compensation to Wild Tree Foundation for its substantial contribution to Decision 24-10-008. There is also a proposed decision finding that Southern California Edison Company’s proposed transaction meets requirements of General Order 69-C.

Additional filings include a proposal granting transfer of control subject to certain conditions and a decision regarding Green Power Institute’s eligibility and request for intervenor compensation. Another significant filing is an order instituting rulemaking to implement Senate Bill 1376, which requires transportation network companies to provide access for persons with disabilities, including those needing wheelchair accessible vehicles.

A separate proceeding sets guidelines for Provider of Last Resort applications.

New complaints and applications have also been filed. Wild Goose Storage, LLC and Lodi Gas Storage, L.L.C. submitted a joint application seeking exemption from commission authorization related to asset encumbrance and issuance of a corporate guarantee under specified Public Utilities Code sections. NXTGlobal Inc. and TF Networks, MT, Inc. have each applied for registration as telephone corporations pursuant to section 1013 of the code.

Another complaint was filed by Bryan Yee against San Jose Water Company regarding an alleged billing error. EKMK Inc has appealed a $2,000 citation issued by the CPUC Consumer Protection and Enforcement Division.

The CPUC encourages public participation through comments on proposed decisions via Docket Cards associated with each proceeding number. Members of the public can also subscribe to specific proceedings to receive updates on rulings and notices directly from the commission’s subscription service.
