California Public Utilities Commission posts weekly update on utility-related filings

Each week, the California Public Utilities Commission (CPUC) releases updates on new filings and ongoing proceedings that affect utility services across the state. The most recent set of filings covers activity from January 26 to January 30, 2026.

Among the items open for public comment is a Proposed Decision in Proceeding A24-05-008, which seeks to close the Risk Assessment and Mitigation Phase proceeding. Members of the public can submit written comments directly through the proceeding’s Docket Card.

Several new complaints and applications were also filed during this period. In Proceeding A26-01-015, Golden State Water Company has applied for authorization to purchase assets related to Norwalk’s Artesia service area water system. Velocity Communications, Inc. submitted two separate applications (A26-01-018 and A26-01-019) requesting rehearings of Resolutions T-17896 and T-17898.

MAIN EXPRESS, LLC filed an application (A26-01-020) seeking passenger stage authority under Section 1031 of the California Public Utilities Code. This would allow it to transport passengers and baggage on an on-call basis between several counties including San Diego, Orange, Los Angeles, San Bernardino, Riverside, Kern, Monterey, Tulare, Fresno, Santa Clara, San Mateo, San Francisco, Alameda and Sacramento. The company also seeks approval to establish a Zone of Rate Freedom as provided by Section 454.2 of the PU Code.

Another joint application (A26-01-021) was submitted by Southwest Gas Corporation along with several other utilities such as Alpine Natural Gas Operating Company No. 1 LLC; Bear Valley Electric Service Inc.; Liberty Utilities (CalPeco Electric) LLC; PacifiCorp; and West Coast Gas Company Inc., requesting approval for bridge funding for Energy Savings Assistance and California Alternate Rates for Energy Programs for Program Year 2027.

The CPUC also received new complaints: Justin Troutman filed against Pacific Gas and Electric Company alleging failure to set up a payment arrangement (C26-01-014); Protector Brewery LLC filed against San Diego Gas & Electric Company citing failure to provide reasonable gas service (C26-01-016); and Tyler Gibson filed against Southern California Edison Company over lack of explanation regarding charges (C26-01-017).
