Every day, inspectors and engineers from the California Public Utilities Commission’s (CPUC) Rail Safety Division work to improve safety at rail crossings throughout the state. Their recently released Guidance on Pedestrian Treatments for Rail Crossings (2025) outlines new measures aimed at protecting Californians who walk, bike, or use mobility devices near train tracks.
The updated guidance puts a focus on accessibility, with recommendations designed to make crossings safer for people in wheelchairs, those pushing strollers, and others with mobility needs. The report highlights the importance of pedestrian automatic gates that lower when trains approach. These gates are paired with flashing lights and bells to alert pedestrians and include emergency swing gates to provide an escape route if needed.
Other design elements emphasized in the guidance include ensuring smooth crossing surfaces to prevent wheels from getting stuck, using detectable warning tiles for people with low vision, and marking pavement with reminders such as “LOOK” and directional arrows. These features are intended to help all pedestrians navigate crossings safely.
The CPUC’s efforts extend beyond regulatory compliance. According to their Rail Safety Division, “This isn’t just about rules and regulations. It’s about making sure your child can get to class safely, your neighbor can cross with their walker, and your evening walk ends with peace of mind, not a near miss.”
As new technologies emerge and community needs change, the CPUC continues updating its practices. The latest guidance reflects an ongoing commitment to improving safety at rail crossings across California.
