The California Public Utilities Commission (CPUC) is offering free support in multiple languages for residents who have limited English proficiency and need help with telecommunications and energy services. The assistance is provided through two programs: Telecommunications Education and Assistance in Multiple-languages (TEAM) and Community Help and Awareness of Natural Gas and Electricity Services (CHANGES).

Community-based organizations across California participate in these programs to provide local, trusted help. They assist residents in understanding their utility bills, resolving service issues, and accessing financial assistance. The support is offered in the customer’s preferred language.

According to the CPUC, “Every day, Californians are benefiting from these services. Here are just a few examples: Suscol Intertribal Council TEAM Assistance; Asian Youth Center TEAM and CHANGES Assistance; Suscol CHANGES Assistance.”

The TEAM and CHANGES programs help customers understand and resolve billing issues, access energy and telecommunication services, learn about consumer rights, and connect with payment assistance options. The goal is to ensure that language barriers do not prevent Californians from accessing essential services.

For those seeking assistance or looking for a participating community-based organization, information is available by emailing teamandchanges@cpuc.ca.gov or visiting the TEAM and CHANGES website.
