The California Public Utilities Commission (CPUC) has launched a new rulemaking process to further develop policies and regulations for autonomous vehicle (AV) passenger transportation services in California. This move follows the conclusion of the previous proceeding, R.12‑12‑011, and is intended to address unresolved issues while continuing the state’s oversight of AV deployment.
The scope of the new proceeding includes several areas: integration of advanced driver assistance systems, collaboration between AV operators and other regulated passenger carriers, involvement of personally owned AVs, shared and airport operations, as well as policy considerations regarding unaccompanied minors.
Stakeholders such as service providers, technology developers, consumer advocates, and regional transit agencies are encouraged to participate in this process. The CPUC stated that early engagement from these groups will help ensure that diverse viewpoints on safety, innovation, and accessibility are reflected in the final rules.
“The CPUC’s process aims to strike a balance between fostering technological advancement and safeguarding Californians. With AV services evolving rapidly, this Rulemaking is a pivotal platform to solidify California’s leadership in transportation innovation,” according to the commission.
