CPUC schedules public forums on Keene Water System rate hike and service relief request

The California Public Utilities Commission (CPUC) has announced that it will hold two in-person public forums for customers of the Keene Water System to gather feedback on a proposed rate increase and an application by the company to be relieved of its water service obligations.

The forums are scheduled for March 3, 2026, at 2 p.m. and 6 p.m., and will take place at the Tehachapi Police Department Community Room in Tehachapi, California.

Keene Water System, located in Kern County, has stated that it must raise its revenue by more than 500 percent compared to 2024 levels in order to remain operational. This would mean residential customers could see their average bills rise by $860 per month, with even larger increases possible for those with bigger meters. Alternatively, the company is seeking permission to end its status as a public utility and stop providing water service. Both requests are currently being reviewed by the CPUC.

According to the CPUC, “While a quorum of Commissioners may attend, no official action will be taken at the Public Forums.”
