Kaiser Permanente receives top NCQA ratings across multiple regions in latest report

Kaiser Permanente has been recognized as a leading health care provider in the 2025 National Committee for Quality Assurance (NCQA) health plans ratings report. The organization’s private and Medicare plans were rated highest or tied for highest among competitors’ plans in all geographic regions it serves.

Five of Kaiser Permanente’s health plans received the top rating of 5 stars. These include commercial and Medicare plans in Northern California and Southern California, as well as a commercial plan in the mid-Atlantic states area, which covers Baltimore, suburban Maryland, Northern Virginia, and Washington, D.C. These five plans are among only 11 across the United States to receive a perfect score.

All of Kaiser Permanente’s Medicare plans received ratings of 4.5 stars or higher. Commercial plans in Colorado, Georgia, Hawaii, and the Northwest region (Oregon and southern Washington state) also earned 4.5-star ratings.

For Medicaid plans eligible for NCQA rating—in Hawaii, Maryland, Northern California, and Southern California—each plan was either the highest-rated or tied for the highest rating.

NCQA evaluated nearly 1,000 commercial, Medicare, and Medicaid health plans nationwide this year. Only 6.5% achieved a rating of 4.5 stars or higher. Kaiser Permanente has more combined 5-star and 4.5-star rated plans than any other health care organization for the tenth consecutive cycle.

It’s built to ensure we’re consistently providing care that is both high-value and based on evidence.”

NCQA is a nonprofit group that measures and accredits health care plans using dozens of criteria focused on prevention and population health, treatment quality, and patient experiences.
