New regulatory filings address utility projects and consumer complaints in California

Each week, new filings are submitted to ongoing and new proceedings that affect utility services, communities, and consumers in California. These filings include Proposed Decisions, some of which are open for public comment, as well as complaints and applications that may influence future policy and regulatory actions.

For the week of September 15-19, 2025, the following Proposed Decisions have been listed:

In Proceeding A22-02-014, a Proposed Decision was filed on September 19, 2025. This decision grants Southern California Edison Company a permit to construct the Gorman-Kern River Project.

In Proceeding R18-07-003, a Proposed Decision was filed on September 18, 2025. This decision denies a petition to modify Decision 20-08-043.

Several new complaints and applications were also filed during this period:

Proceeding A25-08-019 involves an application by Cebod Technologies LLC for registration as a telephone corporation under Public Utilities Code Section 1013.

Proceeding A25-09-002 is an application from IPC Systems, Inc. seeking a Certificate of Public Convenience and Necessity to operate as a non-dominant interexchange carrier.

Proceeding A25-09-003 concerns Catalina Channel Express, Inc., which applied to increase baseline rates for its vessel common carrier service and retain its existing Zone of Rate Freedom.

AAA American Leasing, LLC has filed an application (A25-09-005) for registration as a telephone corporation pursuant to Public Utilities Code Section 1013.

BBIX USA, Inc. has submitted an application (A25-09-006) seeking authority to provide facilities-based and resold local exchange and interexchange service in California.

Among complaint proceedings:
Jameon Walton has filed against Southwest Gas Corporation (C25-07-019), alleging billing error, violation of Tariff Rule 3, and failure to provide service.
Brandon Gjelsvik’s complaint against Southern California Edison Company (C25-08-020) alleges billing error.
Maria Tadeo has filed against Pacific Gas and Electric Company (C25-09-007), alleging overbilling.

Additionally, Proceeding R25-09-004 was initiated on September 18, 2025. This order institutes rulemaking aimed at enhancing demand response in California.
