The Oakland Workforce Development Board (OWDB) has announced the release of a Request for Proposals (RFP) for organizations interested in providing workforce development services under the Workforce Innovation and Opportunity Act (WIOA) Title I. The RFP aims to secure providers for adults, dislocated workers, youth and young adults, local businesses, and mandated workforce system partners.
The awarded contracts will use WIOA Title I funds for Fiscal Years 2026–2029, starting July 1, 2026, with possible renewal for up to two additional years depending on performance and funding availability. The RFP outlines four service categories that interested organizations can apply for.
Proposals must be submitted through the City’s iSupplier system by January 16, 2026 at 5:00 p.m. PST. Full details about the RFP process are available on the City of Oakland’s website at RFP for Workforce Innovation and Opportunities Act – WIOA.
According to OWDB, this RFP is part of its “business-first” model intended to connect residents with jobs in demand by offering quality training, coordinated partner services, and accessible career pathways. There is an emphasis on equitable access for residents in East Oakland, West Oakland, and Fruitvale/Central areas as part of OWDB’s strategy to promote economic security and community resilience.
Organizations seeking to participate must have experience delivering workforce development services and demonstrate strong collaborative relationships as well as capacity to meet WIOA performance measures.
While participation in a Proposers’ Information Session is encouraged but not required, all applicants must register with iSupplier to receive notifications or submit proposals. OWDB may issue addenda if revisions are needed during the procurement process; applicants are responsible for monitoring updates via iSupplier. All questions regarding the RFP must be sent electronically with “RFP 26-28 Question(s)” in the subject line to ContractAdmin@oaklandca.gov.
OWDB notes that its recent efforts have enabled thousands of Oakland residents to access job training and employment opportunities. Continued investment through this new RFP is expected to further prepare residents for careers while supporting local businesses with skilled workers.
